Estimating, Project Management, Design Work and Scheduling
Over 30 years’ experience in the construction field utilizing his degree in Construction Management and founding his own company in 1996. Brian has won numerous awards for his attention to detail and performance on projects including the 2013 Champion of Inclusion by the Port of Seattle. As Regency Nw continues to grow, Brian Foote continues to strive to build a solid reputation in the Pacific Northwest.
David Scott, Safety Officer
Estimating and Scheduling
Over 30 years’ experience in the construction industry and has both OSHA 30 and 7600 qualifications and has served as a Federal Site Safety Control Officer at Joint Base Lewis McCord. In addition to completing Safety Specialist Training, HazMat and Quality Control Management. David has graduated from both the Project Management and Superintendent training programs from the Association of General Contractors and currently serves as the evening instructor for the AGC for Safety and Project Control.
Arthur Alper, Project Engineer
Project Management, and Scheduling
Over 15 years in the construction industry, mostly in the HVAC industry where he was a Commercial Journey Level Sheet Metal Worker. In 2011, he left the field for Project Management. He holds a Bachelor’s degree in Business as well as a Certificate in Construction Management, both earned from the University of Washington. Arthur is a Seattle native.
Janis Buffam, Office Manager

Over 30 years’ experience in construction throughout the Pacific NW both in the field and administration.
